Dwayne De Rosario and Brad Davis each had two shots on goal for Houston, but Wizards goalie Kevin Hartman matched Caig for his second shutout of the year.
Hartman, who also made five saves, shut out D.C. United in his first match of the season.
Kansas City (2-1-1) bounced back from its first loss of the season Wednesday to earn a point in a two-match week and stay level in points with the Chicago Fire, who beat San Jose 1-0 on Saturday, atop the Eastern Conference.
The scoreless draw was the first in MLS this season.
Houston visits Los Angeles on April 19 in search of its first win. Kansas City visits the Fire on April 20 in an early-season clash of the top teams in the East.
